1. Certification Background & Overview

Launched in 2019 by Zero Plastic Oceans (ZPO), an international non-governmental organization, the OBP (Ocean Bound Plastic) Certification is a globally recognized authoritative certification system for marine plastic waste governance. Focusing on high-risk offshore plastic waste, the standardized and fully transparent certification system verifies the entire process of compliant collection, disposal and recycling of plastic waste. It helps enterprises fulfill marine environmental protection responsibilities and implement sustainable development strategies.

Statistics show that Ocean Bound Plastic accounts for 80% of global marine plastic litter, serving as the primary source of marine ecological pollution. Covering micro-plastics, mezzo-plastics and macro-plastics, OBP specifically refers to abandoned plastic waste located within 50 kilometres of coastal areas with inadequate or inefficient waste management systems. Plastic waste disposed of in formal landfills or standardized dumping sites is not classified as OBP.

The core value of OBP certification lies in removing high-risk plastic waste from the environment before it enters the ocean. 2. Two Core OBP Certification Programs

2.1 OBP Recycling Certification

This certification applies to enterprises engaged in the collection, recycling, processing and sales of commercially recyclable Ocean Bound Plastic. It verifies that enterprises conduct standardized resource utilization of recyclable OBP, converting waste plastics into new finished products through eco-friendly processes and realizing plastic circular economy.

The program covers two core standards: OBP Collection Organization Standard and OBP Recycling Organization Standard, regulating the whole operational process of plastic recycling enterprises.

2.2 OBP Neutrality Certification

This certification targets manufacturing and trading enterprises that process non-commercially recyclable OBP or need to offset their plastic footprint. It validates the harmless disposal of abandoned OBP waste and genuine plastic footprint offset via verified plastic credits. All data is fully traceable and verifiable to ensure authentic and credible environmental claims.

The program adopts two professional standards: OBP Neutralization Services Provider Standard and OBP Plastic Producer & User Standard for plastic footprint compensation.
